Dude, u mean bullet car? Just go to any modshop and you have color, and then u can edit with what color you like it to use.

If you are a DL1+, you can use /svc and choose the color you want in all dimensions, else go to any modshop and change it from there.

That's gun effects, you need to download them from any GTA gun mods website, for example this or watch any youtube video that explain how the effect looks like and how to download it, for example this .
