Difference between LS HP and LV HP

Hi Everyone as the title said, I'm about to ask why is the HP (Health) in LS is 150 correct me if im wrong and 200 HP (Health) in LV what is the reason and why we need to have that HP (Health) gap between two cities. Thank you guys!

LV gameplay is different from LS in many ways and that's one of them, probably it was suggested a long time ago or that's what LV players wanted

ye its probably deleted by now it has been like this for ages, also Im not sure if it was a suggestion or if it was made like this directly by a developer
