try to delete d3dx9_25.dll and d3dx9_26.dll from the MTA folder. Also try to update your DirectX

It happens because of Packet loss Waves sometimes it happens Pings Doesn't matter PH players have more than 280 ping and still manages to play normally I don't updating your DirectX will help you solving this situation we're in quarantine there's pressure on the Routers so Ping is not a problem it's because your country is far from the main host but having high packet loss will make you get that I know that's not a answer but I hope I helped you know whats the main problem.
