Can you open your Windows Task Manager (CTRL+SHIFT+ESC, or CTRL+ALT+DEL and Click "Task Manager"), and click the "Details" tab, check if there is an AutoHotkey.exe process there? Or AHK.exe, something similar or something you'd find suspicious. If so, don't close it just yet; right click on it, and click "Open File Location", that'll take you to its folder, so you know where it is located, then you can shut down the process and remove the file/folder itself to prevent it from opening ever again.

This "ban" doesn't really mean that you're using the actual AutoHotkey software; it could just be a macro program that has a autohotkey feature. Do you have any software for your keyboard/mouse that allows you to create macros? I for example, use a HyperX mouse, its software let's me create macros, but I've never touched it, so nothing happens when I play MTA. You should also check if your computer has any malware, do a virus scan, check if you installed something that came with some extra cr*p.

Search in your PC File called (Auto hotkey) if you didn't find it so try in Task manager (CTRL+ALT+DEL) and search there about it and right click and press delete if you didn't find it try to rest your PC.

You say you just got a new Windows 10 installed? That's weird. I had the same issue and the only thing that worked for me and resolved the issue was completely reinstalling Windows 10. It asked me to install to the same partition where Windows was stored. After it was installed, it gave me the Windows.old folder which had program and user folders from the previous installation. I still had a backup from Acronis in case I needed it. After I had reinstalled Windows, the issue seemed to have gone away. So I would suggest maybe completely reinstalling Windows, only because that's what worked for me.
