Premise: Young community law groups are being choked by official ones. There's no competition since players rather join an official group than a community one.
Suggestion: We could simply make stuff more balanced by allowing community law groups to access barriers (maybe excluding the tent), so they can actually have something new to attract new players to their side/group. Recent facts showed that even official law group members can abuse barriers. I jailed many myself.
How will we add this? Well, currently barriers script is based on official groups jobs. Tho, since we have a special access table for trusted groups related to banks, we could easily create another one inside the same file in which I'll put the law groups names that get access to barriers.
