[+++] Disable shooting with tec/uzi inside ce only if... [Fix the update]

- Changed the move and shoot restriction in criminal events to allow aiming and moving again. (Arran + Sirat)

Basically I reverted the bug fix made on 1st March and added a solution that should stop players who are intermittently shooting to avoid the movement restriction.
