Ability for cops/Civilians to recover vehicles near Hijack.

well,it's clear as the title says "Ability for cops to recover vehicles near Hijack.".
Why I'm suggesting that?because before I was near Mechanic job trying to recover my car and then  "you can't recover vehicles near Hijack" I had to wait like 20min for a criminal to come and take the Hijack,so what's the aim to block cops from recovering near Hijack I think cops has nothing to do with Hijack it's just annoying that we can't use this ability while we did nothing to block us from doing it.
Also for civilian as far they don't act or do anything in Hijacks or arresting/killing they're a peaceful team.
I'll leave the voting  for you,every opinion 'll be appreciated/Respected.
