but steve There was alot of gang so old most have this like Fenix, Olympus and more thank u .

I said in the main post, well behaved groups only. Fenix and Olympus are not well behaved. In fact, Olympus is known for impersonation, just to throw that one out there. Constantly trying to impersonate PA.
They were already considered, and these factors were thrown in, and then they were denied.

Like I said in the main post as well, please do not post asking why your group is not on the list.
Just behave, and your group will be added in the future.

Well done! Perhaps there could be something like a respect system. If you took about 200 turfs you will get 20 respect points and so on.

Older gangs have heavy requirements. Chances are the person won't get accepted so they will either join a group that allows new players, or make their own.

Just pointing out that your info about FBI's "age" is wrong.

FBI [25%] --Under 6 months, but they are Official

FBI was founded on 10/12/11.

e.g. our gang board created on 10/02/12, exactly 2 months after founding the group.
