Even if this idea added, there will be no change. It wont reduce misusers. You can see rule #17, it explains wht misconduct is but only 25% players respect it.

You are completely missing the point, last guy.
The actual point is that we can punish those #14 breakers without any problems. The current problem is that the rule is god damn unclear, all it says is that you should only ask CIT related questions.
So, spamming, making useless crap comments and every other shit is still allowed according to the CURRENT Rule #14.

I know the point of your idea
I was wondering, the rule #17 is completely clear. It explains everything, it explains what misconduct is, But there are always players break this rule. So when rule #14 explains misusing thing, I dont think misusers would be reduced. Just like rule #17.
