It was a script that existed in the past but maybe because of the deletion of sea turfs it was removed and wasn't re-added when they came back.
When you are in the water you can't turf, simple as that. It's an annoyance to those that abuse it and we shouldn't have to report them in every single scenario when a simple script can block it.
