I think the problem is in the MTA. Try to reinstall it, and if that doesn't work, it will be a problem in the GTA. Also, because you can install HUD mods before this.

I have installed clean mta with new files but still my radar is bugged.

When you open F11, check F8 and see if there's any error line.
