After a few discussions from this
post, knowing that this can require unnecessary extra load for staff to do, it is to my understanding and I think this is commonly approved by the community that everyone deserves to know what they did wrong. It's not like we're making a rule-breaker more comfortable, as Vazz had said on that topic, but it's just that no one can learn from their mistakes if they aren't aware of their mistakes.
Since, there is a loophole in the rule that can lead to another warning when someone demands an evidence by PMing. Logically, the way to fix these issues from happening again is to let people know what they did wrong (I did receive a few feedback on this one).
Lastly, I did manage to establish a fact that this will make a staff have to do more efforts, but knowing the fact that this effort may have prevent a shit-storm or a sense of unfairness from staff happening, I think it's worth the extra effort.
I hope that this Ministerial Reports are taken into account.
