Can you do a bit more effort than just "cant join" and an image?
Have you tried anything yourself?

Yes, It happened before aswell. I thought this would be a common issue. I tried removing the folder containing the file itself and got an error with a different file from the same folder.

Reinstall MTA SA without conserving the files , delete them all and install it again , CIT files will be downloaded again
run MTA as an administrator before starting it
If it's not fixed then there is a percentage that you would probably have some corrupted files in your windows system , try to replace them if this didn't work (some specific files end with ''.dll'' ) because windows version might be corrupted as I said
