Issues with not being able to spawn vehicles and use guns

Hello,

I have been dealing with this problem for couple of days now, for some reason I can't spawn any of my vehicles, it says : ''You can't recover a vehicle in this area.'' even though I'm standing in LV's hospital. > https://imgur.com/a/wnoYlOf

Also it says this from time to time as well > https://imgur.com/a/fzwmjgW as if it's bugged or something but what do I know.
 
And on top of that I can't shoot any of my guns either. I can switch them but I'm not able to aim or shoot.

I have reinstalled mta and gta:sa, I have tried reconnecting, tried taking up a mechanic's job like one person suggested - nothing worked.
 
Please help :)

P.S. I couldn't find any topic regarding this problem so I decided to write about it myself, but if this issue is already resolved somewhere in this forum please link it to me. Very much appreciated.

No, I mean that are there mods appear in /vehmods or the list is empty?

It happened with many of players, go to the carshow area and ask someone to kick you out.

try Liso's solution, if it doesn't work then change your pc because maybe there is a virus or some files are missing...
