Title: /freecam for CEM in event dim

Simple as that. The staff /freecam has no restrictions on using it whether you're in a vehicle, in mid-air, whatever.

/uav currently doesn't work for anyone in the event dimension, and I believe it'd be very helpful for CEM's when it comes to actually mapping events.

Modified '/freecam' so that staff, CME's and CEM's can use it at any time.
