Title: /emset L = Disable medic/medic bag healing

My objective is to disable all forms of healing from the event dimension that I possibly can. Next on that list is being healed by medics and medic bags. To make it clear, I am suggesting:

New command, /emset L, to disable healing from all kinds of medics (police/crim/civ) and medic bags found in /equip

Prevents people from abusing equip in events that require you to be low hp also sucks when you try and make events that require low hp and someone has it equiped.

So yeah this is needed.

Or just fix 'emset B' not including medic healing.
