Is there any way to get my warning level removed in forum?

You don't have any warning level atm but if you're asking for a friend or something like that, he can appeal here https://cit.gg/index.php?board=600.0 using the format there.

1% decrease every day. If you have a 10% warning, wait 10 days to get it removed fully.
