CIT doesn't be opened

Asking behalf a friend,
Whenever he opens CIT he get a message saying that "

", although he can open any server else without any problem/messages.

Re-install MTA from mtasa.com
I think this problem is only because one of the files weren't downloaded correctly/ he deleted one of the files.
