From /settings, Disable custom graffiti,car shader, skin shader. Set details shader, Water texture#1#2#3, Shiny roads mimimum FPS to 999. Disable sound from settings which is "Disable all sounds when fps below" there set it to 5 or 10, doesn't matter. Set View Distance to 200-300.
from Esc > Settings, Lower Map rendering opacity to 0. Go to videos tab, set everything to off at the lower bit of the menu. If you want to completely disable audio, go to Audio and set Master volume to 0. Disabled audio sometimes gives around 15 - 20 fps buff at mostly ARs and CEs. Also around 10 fps at normal fights. Go to the Advanced tab. Set fast CJ clothes loading to Off, Progress animation: Off Process Priority: High Streaming memory: Max
Next is to open task manager which you can simply do by right clicking the task bar and clicking on Task manager. From there, check the background applications that are using a lot of RAM and high CPU usage which you don't need. Click on them and click on "End task" from the bottom right corner of the tab. After that, you can clean your temp files by Opening run by pressing "Win + R" There, enter prefetch, opens the folder, Ctrl + A, Ctrl + D(Deletes them all). Similarly enter %temp% and Ctrl + A, Ctrl + D. Some files most likely will need administrative access or is in use. Click select all and click skip.
Now that those are done, we can move to the effects
The first link is the mediafire link which removes smoke and flashes and other stuff. Just removes unnecessary effects. The second link redirects you to the shrank gta3.img which gives around 10-15 more FPS.
