Hello,
I logged in today and I had normal FPS. I re-open MTA to fix the sounds issue and suddenly my FPS drops to 2. I open GTA-SA to check it but it has the MTA issue. I got only 2 FPS. I tried to open other games and they work fine. I re-install GTA-SA and MTA and I still have the problem. I restart pc several times and nothing changed
Note: While I'm opening GTA or MTA, the computer temperature rises more than normal.

Since GTA uses a single thread from your CPU, it can surely overheat. Check if your CPU fan is running by opening up the case. If it is, clean your CPU fan by unscrewing the fan from the motherboard and clean with a brush gently. Next, if the thermal paste is dried up, you should buy a thermal paste from any store/online which costs around a dollar. Use openHardwareMonitor to record your CPU temperature. It should be between 50-65° when Idle and should at max reach 80° when gaming. If it exceeds 105°, it will cause your system to slow down, and you'll find out the reason for this problem.

The temperature is less than 50 while I'm opening the game for 20 minutes with 1 FPS. I don't think the problem from the CPU because I'm still running games like RD2 and GTAV with +60 FPS

Maybe you're using the onboard gpu? Sometimes you can right click and open with a different gpu.

Can you explain? where should I click?

Idk your specs. Sometimes you gotta right click on the shortcut and then select a different videocard.
