Work on a Multi Lingual CIT

For the past 3 days I have been going through scripts converting all the text to use the new language system. It has been the most time consuming task I have ever performed, nothing has taken more time to for this.

I hope that making CIT multi lingual will:
- Reduce the amount of rule breakers (they can read the rules now)
- Increase the amount of people that actually understand what to do (they'll be able to understand all the different messages)

I'm not sure if any other MTA servers have such a level of multi lingual support and it will be interesting to see what impact it has on the server. The quickly noticable impact and the long term impact. We may see a surge in players staying, if they can understand the game better but my main intention is to make life easier for our current players especially the admins who have to punish all the rule breakers.

By tommorow I should have a language file out which I will give everyone 24 hours to spell and grammar check and also reword any of the stuff and update all the messages. Once we're satisfied that the text is good I will release the finished language file for translation. All translations will need to be checked and verified by another person to make sure they're correct.

Getting all the translations in and verified will take a while, 3 to 7 days I predict. When that is done I can finally create the GUI to select your language and make the language setting work.
