+1 It can have markers for the criminals they have to stay there like 30 seconds without Cops kill them, and if they succesfully stay they receive 1k of random weapon like uzi,m4,etc.

As long as the train isn't moving it's okay to me. You'll need to find a nice location with obstacles/cover and places to put markers tho.

Train needs to move in, otherwise will it appear out of nowhere and spawned?

What about making the train carry ammo so it's an Ammunition Robbery? You get a certain ammount of ammo when you succeed.

 My answers for Kilro, Chique and Fin:
 First of all, yes, I hope the train will can move.
 I think it would be nice for every cop/criminal killed, we will get ammo. I don't know, like 1k for every ammo we own?
  And, Chique, I don't think it will need to have doors because, like I said, it will be a goods train.

It can't be in LV because MW doesn't match with CnR. How about put the train robbery in SF? I know the perfect place for that. How about the Train Station near Doherty?
