Try removing the whole CIT resources from your MTA folder, and join CIT again in order to download them back, It happened with me 2 days ago and I fixed it like that.

Re-install MTA San Andreas.
When you uninstall it, make sure to delete EVERYTHING in the folder, as shown here:
