- Search for %temp% and prefetch and delete everything located in those folders.
- See if that helps. If not, continue the following steps.
- Press CTRL + ALT + DEL.
- Click on "Start Task Manager"
- You will see the processes running. Close all of them which are not needed. Right click on the process and click "End Task"
- See if that helps. If not, continue the following steps.
- Delete all of the unused games/programs you have installed on your computer.
- To make sure, run a system scan with your antivirus.
- Delete every gun/vehicle mod, ENB series you have. They affect your FPS badly.
- Download Razer Game Booster.
- Update your drivers

Did you try to re-install your MTA? It's a simple solution exactly if you didn't try. Anyways, did you change anything on your files? Like GTA3.img or something like that?

Install the latest patch of MTA:SA (https://multitheftauto.com/)
Install the latest Direct X (https://support.microsoft.com/tr-tr/help/179113/how-to-install-the-latest-version-of-directx) runtime by keeping this option to automatically install it, enabled in the MTA installer selection.
If installing those does not fix the problem, try:

Delete the gta_sa.set file located in the GTA San Andreas User Files in your Documents
Check in your GTA San Andreas installation directory for a D3D9.dll. If one is present, delete it.
Ensure that your GTA San Andreas installation is not modded in any way. If it is, please uninstall, then re-install GTA San Andreas first before installing MTA: San Andreas. While MTA can cope well with most mods, this will exclude the chance some funky mod is causing problems without a long troubleshooting process to determine which specific mod the culprit is. Please note that the more (type of) SA mods you have, the higher the risk for stability issues; MTA has a high tolerance for things it's not designed to be compatible with, but it has its limits.

According to the screenshot you provided I could tell you that the reason behind this is:

- Bad sound mods or faulty audio driver/device. Use unmodded GTA install to check, or update your audio drivers.

(The problem is often known to be entirely missing or emptied/corrupted audio files (such as in \Rockstar Games\GTA San Andreas\audio > SFX or other subfolder), so you may alternatively be able to restore a targetted backup.)

Do not use 'compressed' GTA re-packs for this reason of cut-out audio files.

The players stated many solutions below and I recommend installing original version of GTA SA. Delete the cashes files from your PC, by opening Start > Run > type "%temp%" and "temp" and "prefetch", delete all the files form these folders. Try to open MTA > SETTINGS > ADVANCED > Debug settings > choose the second option "#... graphic" and try to play the game. Go to the partition that you installed the windows and right click > properties > disk clean up > do check mark on all files and choose delete.
