I've noticed that most of the cops tend to prefer killing people instead of trying to arrest them with their nightstick. You can't really blame them as a regular arrest is definitely more work than simply killing someone.
Now raising the "nightstick arrest" payment by 20% should encourage more people to actually arrest criminals.
I think 20% is pretty reasonable, though it could be lower/higher of course.
