What is a minister?A minister is someone who is in charge of a certain department or branch of a system. In the case of CIT there would be a minister for each team, major features, (like housing and business) some community related ministers and some staff related ministers.
What would a minister do?This depends on what they're a minister of. The main goal of a minister would be to seek to represent and improve whatever it is they're minister for and they may also have access to special permissions relating to that feature.
How would someone become a minister?Good question. We would have to develop some sort of application and trial system. Also many people would probably go inactive or not take their position seriously so we would need to replace a lot of them.
How big is this idea?This depends whether the community will actually engage themselves in the idea or not, anyone who's been around for long enough will see how many ideas have come and gone (like how many times we tried to have a government) because nobody actually cared about them. Because most ministers will get some form of special permissions then people may take it seriously enough for it to be a success.
What will this actually change?Again this is down to how well the community get involved in this. Hypothetically, the ministers will have the power to change the course of the entire community and they will have special permissions that even staff don't have, they will be the closest thing to a government and non-staff ministers will become permanent trial staff with potential to be promoted. The only limit will be the ministers themselves.
What ministers will there be?This is where your ideas are needed, I can't come up with them all by myself, I'll start the list off:
Minister of WorkersRepresents the interests of the Civilian Workers.
Ensure fair pay for workers.
Requirements: State Official experience.
Minister of Law EnforcementRepresents the interests of all Law Enforcement Officers.
Administrate Police Chiefs.
Requirements: Police Chief experience.
Minister of Los Santos CrimeRepresents the interests of criminals in Los Santos.
Administrate Criminal Bosses.
Requirements: Criminal Boss experience.
Minister of Las Venturas CrimeRepresents the interests of criminals in Las Venturas.
Requirements: Long term LV turfing experience.
Minister of ArchitectureEnsure the quality of San Andreas.
Intervene in poor quality CITy Zones.
Possible mapping access.
Minister of EconomicsRepresent the interests of traders.
Monitor trading and report on resource price and demand fluctuations.
Minister of New CitizenryEnsure that new citizens are happy.
Minister of EntertainmentHost a variety of events to make people happy.
Think of new entertainment methods.
Requirements: Staff + Event manager experience.
Minister of GroupsIdentify improvements for groups, squads, etc.

Make sure that the rules and the enforcement is fair and necessary.

Minister of TransportMonitor transportation systems and suggest improvements.

Minister of Constitutional RightsEnsure that everyone's constitutional rights are upheld.
