Title: [Resolved] Making DFR more interesting for cops

- Gave cops armor
- Lowered reinforcements time to 5 minutes
- Gave cops ability to pick dimension
- Cops now get 1k each minute they're holding a checkpoint
- Increased cops' payment for a kill to 6k
