Well, maybe adding "mark list" would be better. You will be able to see who marked you and you can remove your mark from his radar and just like "ban" him from marking you
Less trollers and only friends can mark you only IF YOU WANT

Dunno if you mean SMS friends, but what about make it so CITbook friends can mark you ?, but of course admins will be able to mark everyone. the other way will work for us, so only admin's friends will mark you if needed

Marking can't just be disabled completely. I use it hundred times a day to mark friends and go to their exact locations to fetch them, or to see where friends are or something like that.
And many people do that and that was the original intention for the addition of marking.

Alternative Solution:
Disable marking players who have disabled it in /settings

(Like you can't SMS players when they disabled it in /settings)

or we can do a panel with the suggestion for example:
You are a cop arresting crims for fun or killing cops etc

and up when you see the /banktime time says:
 
                                                   Alkapo wants to mark you

and you can do /acceptmark or /deniedmark.

Why not just add an option in /setting to disable it? Why completely remove it? IF someone tries to mark a player with it disabled in /setting, the window will come down and say "This player cannot be marked".

I will list some example of good use of the marking feature:

-Rustler dog fights/duels. (It can be hard to loose track of an opponent when you cannot see them).

-Finding people's location who are not in your group/alliance.

-Following someone (Not for trolling/griefing purposes, perhaps they are bringing you somewhere through crowded areas).

I would support it if it was for both players and staff. Staff having it makes perfect sense since nubs love to follow them. But I also think, players should have this to to prevent trolling. Plus, I may not want to followed, so I would not want to be followed.
