The server development board was made JCM+ (Junior Community Member) only, as there were so many suggestions and so many useless posts about how people like an idea but had nothing to contribute to that idea.
This restriction caused a lot of people to lose their voice in the server, some people who may be able to contribute excellent ideas but didn't have JCM+ to do so. It also caused a bias in suggestions as it meant that only regular players (that had JCM+) got what they wanted and not what newer players might want. The system that we use for giving out JCM (I manually give it to people) is also prone to major bias meaning that there are people who may have 1000 hour play time but won't have JCM whereas somebody with 100 hours might get it.
If CIT is to develop in the right direction, we need every bodies input. Posts you make in the board will not be counted in your post count and anybody who makes useless posts like "good idea +1" will have the post deleted and receive a +25 forum warning.

That means usual players like me can go passed Server Development ?
But how about if a player do +1 good idea but which long usefull sentences about it ?
Example as above : This is absolutely a nice idea. It should not ruined the community. But it should be replace it with marker Y to X. And change the location abit . +1 from me .

Of course you can post that, but it should spread that like you did.. So you can post post with +1 but not only with that

Questions:
If I got it right the non-CM members can only post or make a topic too ?
If I got it right posts to the topic wont count to postcount ?

That is good cuz now some non JCM can show what they really know.good job like always.

You can say "+1 good idea" as long as you then have something useful to add to the topic for example:
"+1 good idea, we could do this differently because of this and that and that and so and and so on"
Not acceptable example:
"-1 stupid idea, you can already do this that way"
It's not acceptable because although you said something, you're not contributing towards the topic as other people can down rate it without reading your post.

Well, I do not want to praise myself, but it helps me a lot, I already gave good suggestions to the server, but now I was unable to do that, thanks for the update, will help me a lot.
Now I'll work to get a JCM only to delete my own posts.

I totally support this move, I've got many different suggestions to post. Being unable to spread out my ideas can be like a cage.

Well thats really a good news and good update and yes there are alot of people who had 1000+ hours but didn't got even JCM and they was not able to suggest any idea and now there is no need for them to send PMs to JCM+ that they have an idea and they are not JCM.

Nice to see that Non-community members now can post/suggest in server development board.Some non-Community members have great ideas but they don't know how to reveal it.

Sorry to say that won't it be hard for Admins to check that which Suggestion is good and Which is not?
Because within sometime the first page is filled with non community members and the old Suggestions with +20 votes are at the 3rd page.
Just asking because there are alot of suggestions now.

It should be implemented earlier though all are happy now with this update as now they don't have to beg JCM's to post their views and get their credits.

You took the right decision, many people have excellent suggestions not only JCM's. I had a few ideas but couldn't post them, although they could've been rejected but at least would have given my voice and shared a suggestion that might have ended with positively towards the community. anyway, good to hear such news. :D
You should never use the same password on noobish servers as you do on servers that you seriously play on. You do realise that by registering an account on any noobish server you are giving away your username and password to the bunch of kids that run it and anybody else who could find a way to access their noobish systems.
If you have registered an account on any server that isn't CIT with the same password and you seriously care about your account on CIT, you should change your password right now. Also if you think somebody accessed your account you should make a complaint here: https://cit2.net/index.php?board=251.0 and include the evidence you have which would mainly be in the form of a screenshot showing your /recentlogins
I knew that some people were hacked, due to the kids and noobs on other servers that their main dream is to get this community down. I spammed their forum >:D an eye for an eye.

It's a good decision to put this board 'public'.
In my opinion is it always better to have a high amount of feedback as from a selected group of people.
So I hope those which couldn't attend on this board respect this decision and follow the rules in this board.

I look at it,post and make sugg I was 3rd from when is oppened today,this SD will change CIT on more better way :)

On the past,i had many ideas,but couldn't share it with everyone on the server,i tryed to PM JCM's And RCM's but none of them replied at me,all of them ignored me,even I had like .. great ideas about Crims events,Official groups..ect.So now,i will have the right to put My opinion on the server,thank's arran.

I've missed the S-D section a lot, glad its more active & cleared from useless posts.
Good news ... had a few different suggestions over this period and tried a to post them in "General CIT "Discussion section .. they get locked but this is ceratinly one of the best and most helpful ones I've been waitin' .. so cheers to all that contribute to help or just make us grin from time to time especially now.

Yes, some players got only 100 hours, and they're JCM+
And someone has normal ranks, like Junior / Regular / Senior poster. Yes, I think, it's right decision from you. I know many good players, without JCM, RCM, SCM rank.

^That's why You closed development board in the past, because of the 'random posters', because they just need to increase their postcount.
By the way, now all junior / regular / senior posters, have a chance, to deserver JCM / RCM / SCM rank, they're able to suggest good ideas, and maybe scripts.

For me, every person has a voice countless of how little or how big he is in-game. Doesn't really matter what a JCM + ideas really are but individually every person should have right to post their ideas and staff should decide upon it. Like always, I am happy to hear now every voice is precious for this board of development.

Good idea arran most of the player want to suggest in "Development" but they didn't JCM to suggest their suggestion, It was really useful and helpful to us "Non-JCM" to see the server "Developement".

Finally! No more asking for JCM+ players to suggest posts for you! Woohooo!! I just hope there wouldn't be any unnecessary suggestions such as manual/automatic drives....

One thing that may and probably will happen is all those spamming topics that are plain stupid. I honestly like server development as it, but I'm probably being a bit biased since I have JCM. However, of course there will be great ideas by non-community members. Waiting to see results.

I understood why it was 1st removed, theres was A LOT of '' odd / questionable '' suggestions ... and some were useless or didn't add anything important / usefull or good to the server.
But as the weeks went on, I did wonder about people like you mentioned, who were smart, loyal and had amazing Ideas, but didn't have the required rank.
Adding it back IMO, seems great, we just have to make sure the silly suggestions don't fill up that board again. I'm all for people's ideas, some have REALLY good ones too, and they're not JCM.
I look forward to what people have to suggest.

Now, I can share my suggestion to Server Development, and we can see the server Development Suggestion by people.

This is actually really good, now less people are going to ask me to suggest their ideas, less work for me.
This is a good way to get more ideas for the server, since a lot of players had great ideas but couldn't post them because they didn't had JCM or a JCM friend.
