If I creat group how can it be lvl 1

You gotta apply for a board after meeting the requirements on this topic (https://cit.gg/index.php?topic=134753.0) according to your group type whether its civ, gangster or criminal, good luck.

You must have 15 active players in the group and you have to look for a whole month and then make a submission for the level via this:
