I'm not LV player but I think it's good to have a quick response as we all know LV is a fast gameplay, so it'd be better to add this suggestion.

Since I returned from my inactivity I have constantly suffered with being able to recover 1 vehicle every 3 seconds, sometimes unfortunately we make mistakes and there are situations that require quick responses and that is where that cooldown becomes extremely annoying. I'm more than in favor of this idea, I think this will help a lot. Positive vote
