Title: [+++] Chat restriction timer won't start unless the message is actually send

According to my friend who suggest it, is rly a good idea so I decided to open it again.

Lets explain.

As Dredd said,I know it's a minor change but I decided to suggest it, since it can be irritating from times to times.
So when you type something in local chat and it throws an error, meaning that you text wasn't posted for any reason (for example your text was too small) then there wont be a 2 seconds timer.
What happens sometimes is that you type "y", you get the error and then you type "ye" but it was too fast since your first failed chat was less than two seconds ago.

Also I have to add, its a good future to add it ingame, Thank you for read my suggestion and I hope we see this small suggestion ingame.

Yeah it's happening to me a lot like while I'm driving because it's a little bit hard when you chat and drive at the same time and there are much of situations, this suggestion could make things easier but we can face problems, like newbie spammers but I'm optimistic with that, Positive
