Hey if I do file in gta / mta to zoom sniper fastly, is it punishable ?

Is punishable yes, AFAIK.

Scripting, using aimbots, or any activity that provides unfair advantages is punishable. Additionally, modifying your original files to gain an unfair advantage is also punishable.

nah I don't use this files, but I see many videos in youtube about CIT Server LV wars, the player is zooming so fastly, So I can know how he did it .?

You can bind the zoom on right click so that as soon as you scope in, it automatically starts zooming in. That's how I played and everyone can do it. But if you mean zooming in really fast, you need to either: A mouse that has a really good mouse scroll button where it rolls really quick, meaning you'll scope in very fast. Or, what other players do, they'll use a macro. Either with the program their mouse provides (like logitech/razer mice have) or other programs.
