I need an MTA SA version that does not support +60 FPS. Because of the movement bug.

Good luck trying to find the version, but tbh it might not be possible to join CIT if Arran has set the minimum version to a specific version. Rather report the bug to MTA: https://github.com/multitheftauto/mtasa-blue/issues

This bug affects everyone, I really have no idea how this bug still exists, MTA must fix it.
