The Ped location is a difficult location that makes the criminals surrounded by snipers from all angles and cops have so many buildings and rooftops to snipe from so when criminals get surrounded everywhere they cannot go outside just to aim at the ped so making it inside will give them the ability to rob second time while hiding in their corner until cops have their own plan to rush them because criminals will hide inside the corner doing nothing just waiting for the cops to finish their plan and get themselves ready for the rush.
