Title: Make it so State Officials can SMS people who aren't their CITbook friends

I'm suggesting to make it so State Officials can SMS people who aren't their CITbook friends when they need a confirmation for marriage. Many times a player 'A' asked me to marry him with the player 'B', and the 'B' player's SMS was closed.

Also, SO's are enough mature to not abuse this feature.
