Support channel and supporters system changes

Poll in MoNC demonstrates that community prefers to keep Supporters' moderating powers restricted to support channel for the following reasons:

- Has been proven that some supporters prefer to rush with punishments. Obviously this is also a staff issue, but we are teaching trials to be lenient or at least try to push rulebreakers to think before doing something
- Supporters punishments cause confusion between players Confusion and miscommunication bring to wrong punishments and double work for our staff team
- High load of work Supporters were hired to handle support and eventually update F1. There's no need to add stress to them when there's an entire staff team (counting trials) that most of times have nothing else to do

From today onwards every punishment issued by a supporter outside Support channel will be considered invalid and completely appealable. Supporters will still keep the access they have now as it provides them flexibility.
