I'm suggesting to make it so State Officials can SMS people who aren't their CITbook friends when they need a confirmation for marriage. Many times a player 'A' asked me to marry him with the player 'B', and the 'B' player's SMS was closed.
Also, SO's are enough mature to not abuse this feature.
