Yes its free. By using the /vehskin command. Keep in mind that if you choose to use the pre-existing skins in the garage the designs you choose will not be free. Show content
Edit: Can I edit my car/skin shader? - You have one free edit, so be careful. I misunderstood your message.

I'm trying to test the texture, but as it's a Modded CIT veh, i'm not able to change it's color through F1. So anyone can help me in this ?

I think you can open Client file to check Vehicle's number then you can recover it from F1 panel and change the color.
