Why nobody from North Korea don't play CIT ?

Although Internet service has been available in North Korea since 2000, their government heavily censors the Internet and makes its availability limited.  Private Internet service is not offered, and if citizens wish to use the Internet, they must go to a cybercafé that has been approved by The Korean Computer Center, “which controls all online information and is the service provider” in North Korea (Reporters Without Borders: Internet Enemies).  However, using the Internet for one hour at the cybercafé costs 6 euros, and since the average monthly income is 20-25 euros, it is unreasonable (and inaccessible) for someone to blow roughly 1/3 to ¼ of their monthly income in just one hour when they have to worry about eating and supporting their family.

The only services available on the cybercafé computers are email, “a censored search engine, a browser and a few news sites that have been carefully selected by the government.  The only available Web pages have been approved by the authorities and come from the data banks of the Democratic People’s Republic’s three biggest libraries (The Grand People’s Study House and the Kim Il-sung and Kim Chaek universities).  The information available is usually connected with science and is only accessible to a few handpicked people like academics and bureaucrats” (Reporters Without Borders: Internet Enemies).  The cafés also offer chat rooms.  However, there have been police raids on cafés that do not closely follow the laws and allow more open information that has not been approved by the government.

Cell phones were only allowed from 2002-2004 and were banned because the North Korean government was afraid of its citizens having access to information that had not been approved/censored by the government.  However, a huge black market developed because North Koreans wanted Chinese cell phones so they could use the Chinese Internet.  Obviously, there is a thirst for news and information, even though the North Korean government censors the Internet in every way possible and tries to financially make Internet access close to impossible through the high price of cybercafé Internet.

While North Korean citizens have to abide by all of these strict policies, “all forms of communication are at the service of the regime” (Reporters Without Borders: Internet Enemies).

If they were allowed to play multiplayer games then they'd realise how much better the rest of the world is.

But really they can't play CIT because they can barely get enough food to survive let alone get a computer and spare time to play games on it.

Their government must obviously want them to suffer because there is no way that they wouldn't be able to produce enough food to satisfy their needs, it's not like it's a desert. You clearly don't need modern machinery to grow food because people living in the medieval times were able to produce enough food to be better fed than North Koreans are now.

must say that North Korea they are a country clean streets less vehicles. and they look like the 90s. I have seen some trains where people have little communication with each other and they don't use phone or any internet. And the people there only have TVs with broadcast stations in their country?

It went like this, North Korea's main DNS server was sent a frequent and automated request by a US-based engineer for access to all the internet domains in the country, possibly merely out of mischief. The server is usually configured to reject this. North Korea watchers and analysts were already familiar with these sites but didn't know the extent of North Korea's online presence.

"When North Korea brings up a new website they never publicise it. Either someone finds it by accident or it might show up in a search engine," says Martyn Williams who runs the website North Korea tech from San Francisco.

"We knew about most of these, but weren't sure what else existed".

Well how can they play the game when they can't actually connect through internet and even if they have access to do so they won't be able to get access to different websites as they have been limited from any thing in the internet. Unless they use VPN I guess.

North Korea can't join any online game as if they know what is happening around them in the world. They will POP up to a big personality shock. As a person living all his life in a cave and after 40 years get aware about is happening out that cave. North Korean citizens usually cannot freely travel around the country, let alone travel abroad. Emigration and immigration are strictly controlled. ... This is because the North Korean government treats emigrants from the country as defectors. I see that they stayed like that will be better for them as they were isolated.
