what type of delay exactly , are you getting freeze randomly? lag doesn't matter if you're getting freeze restarting router won't make it any good , if you could give us more info about what is your current problem is it FPS drops or ingame crash , mostly the main reason of having delays that your PC couldn't handle the game like being in a event with high amount of players will result in a delay if you have a weak PC try to lower your graphics from ingame settings and MTA settings in addition giving us more info would make it a lot easier for us to find a solution for your problem or giving us a record of the delays you're having would be better .
