Try to go to program files and find mta sa 1.5 files > mods > deathmatch > resources and delete CITphone, worked for me before.

The same problem has happened to me many times, I found the solution myself. I just reconnected , it was getting better. But it was repeated a few hours or minutes later. So I solved the solution by deleting the game and not using any modes. That's what I'm advising you.

yes but i'm not supposed to reconnect every time it happens.

Try to delete CIT files from the MTA files then enter the server and download them again happend to me before and I managed to fix it without help worked for me so I guess it will work for you

MTA San Andreas 1.5 > mods > deathmatch > priv > 53B4C5 and now delete this file only "53B4C5" then go to the server and it will re download automatically.

I tried before all of these solutions, But none works except reconnecting, and that appears only when you got bad ram , I upgarded my ram and it didnt appears till now. So in case you don't want it to appear anymore, just upgarde your ram
