I honestly prefer ARs over CEs due to the fact that CEs could get very boring at some point, so I'd love to see this implemented.

Everyone knows that when AR ends and CE starts, you must wait 5+ minutes every AR and 3 minutes anti rush, and I also support the idea that most players like AR more, So its a good idea

- Lowered the amount of time that an armed robbery will be blocked from starting due to a criminal event starting soon or started. (Arran + 9R)

There are 2 different variables, time till CE start, and time CE has been in progress for. I reduced both of these variables by half.
