Im new at paypal and I just got my prepaid visa card and I linked it on paypal fine now if I want to donate a personal carshader / skin they request  PayPal transaction ID right ? so what is the  PayPal transaction ID and how can I get it

Yes... you need to do a transaction before you get your transaction ID.

Yes. You need to send money, else you won't get an ID...
