Time restriction for /go news reporter

As discussed in this debate, we arrived to the conclusion that this command is exploited by L10 News reporters as they use it to teleport to the skulls area and then use the command as to get those pictures. It is unfair for the other workers so addding a time limit would solve this issue.

Made it so can only use '/gojob' twice within 10 minutes.
