[ADDED] Adding Emergency chat to J

My suggestion is simple, adding Emergency chat to J because it is being used more than teamchat (for cops).

I like the suggestion, but it was already reported here.

Also I'd like to add;

Law units will be able to use "Beep on Message" feature, a very useful tool and it will help the whole Law to respond more to further reports. Sometimes, cops just don't pay attention to the /e chat since they are busy in something else, as a result, it cause to lack of responds, and adding this emergency to the J panel will improve the current situation.

Chiefs will be marked in Unique color, like Supporters in J panel.
