Sending Money restrictions + Confirmation Window

Make it so new players can't be scammed:
- Add a block that doesn't allow new players to send away alot of money. No player with 100 hours will EVER host a car show or a duel or anything. Maybe add something like a maximum of 25.000 they can send?
This way, if they want to send their friend a bit of money they can still do it. But they can not be scammed by some idiot coming up to them and saying stuff like "I can sell you a car, send me money"

Confirmation Window:
- When you first click "Send Money" in your phone, you will be asked if you are sure that you want to send X money to Y first. (Like buying guns)
This way it is less likely you select the wrong person because it is no longer a 1-click-transfer

How about adding something like a PIN code to allow you to sned money this could really help in discouraging people who hack accounts to steal money

If there is a PIN then everyone is suddently going to forget their PINs.

If a player has contacted you, trying to sell something to you and they want you to send them money do NOT click yes. It is most likely a scam and as soon as you send them the money you won't get what you're expecting from them. Legitimate trades can be completed via scripted systems like the trading market. Press F7 to trade with other players.

Click yes if the details below are correct:

Amount: $x
Receivers current name: y
Receivers account name: z
Also implemented a limit of $250,000 total money out for accounts below 100 hours. This limit is reset on script / server restart.
