This could just be in F1 rules, on top of the rules page it should say in all other languages: Scroll down for [language].
I could do the Dutch translation myself.

I think it would be a "big poem" if you try to put all in one place and probably nobody would even go so much deep to find his lang ;/

F1 needs to be renovated, and work is going on as far as I know.

I suggest using Google Translator rather than relying on some one else. Just after the text matters have been updated in F1, Simply Copy Paste into translator and Copy Paste back into F1.

I started yesterday by collecting rules versions by people that said in this topic that they could do a translation, by doing that I got the following languages: Latvian, Russian, Dutch.

I would do the Serbian translation, but my laptop is going away in 5 hours, so I can't do it now, I will, however try going to my brother's place and do it there.
