I suggest disabling all of the current graphical improvements for new players by default, since they probably wont even know that /settings exists.
The reason why many people still play GTA is because their PCs cannot run anything better, so they resort to older games. Whenever someone new spawns in, their graphics are automatically improved , which might cause them to lag. Without knowing how to disable them, that can discourage them from playing on the server .. Not to mention all of the other things which mess with your FPS.
