[IMPLEMENTED] Moving implemented proposals

We have a board called "News and Updates" which description contains "Also completed suggestions are moved to this board."

I believe that all the implemented proposals from this board should be moved there, for these reasons :

• Make it more tidy in this board
• More easy for players to follow the updates and the discussions or reasons behind that update
• Will make News and Updates board more active and maybe will encourage players to submit their ideas to be on the top page

I agree. Implemented suggestions are a bit harder to find in here. If they get moved into News & Updates, a normal player can easily get more information about a suggestion without having to scroll down the pages of Councillor board. And also, it suits the title of the board. "Updates".
